Emma Frances Stewart Bullock was born in New York City, but grew up in Baltimore and Cleveland. Her parents were Calvin and Amy Stewart. She graduated of John Adams High School in Cleveland in 1935. She worked for the Cleveland Hotel and was the first African American to be employed as a sales associate for the May Company department stores.
She met her future husband, Benjamin F. Bullock Jr., while he was studying to be a dentist at Western Reserve. They were married in 1947 and moved to Buffalo in 1950. Although the family lived in Buffalo, Dr. Bullock began his practice in Niagara Falls, New York.
Mrs. Bullock was a charter member of the local chapter of the Girlfriends, Inc. In 1996 she was the co-chairwoman of the organization's national fundraising drive for the United Negro College Fund. She was also active in Jack and Jill of American Inc., and did fundraising for the Red Cross as well as community outreach work for the elderly and infirm. She also was an administrator-bookkeeper for the community school of St. Philip's Episcopal Church for over twenty years. She was also a longtime member of the church. She often modeled for local art classes.
Dr. and Mrs. Bullock were the parents of one daughter, Barbara who predeceased her parents. Mrs. Bullock is buried in the Rosewood Mausoleum at Forest Lawn Cemetery.
