Navy Executive Medicine Experience:

Current Assignment: Director, Healthcare Business, US Naval Hospital Okinawa, Japan.

Established the Directorate for Healthcare Business, implementing policy and directives for TRICARE Operations, Access to Care, Data Quality, Customer Service, AEROVAC, Case Management, Utilization and Referral Management Services for over 55,000 island beneficiaries and an additional 175,000 in the western pacific region.

Implemented the command's first Referral Management Center that standardized policy and aligned MTF business practices with BUMED and Joint Commission directives for over 1500 host nation referrals.

Instituted the commands first TRICARE Overseas Program Contract that regulated network and provider services, enrollment oversight, claims standardization and medical management for MTF beneficiaries.

Champion for FY10 and FY11 command Business Plan. Partnered with executive leadership leveraging provider utilization and data quality to exceed projected productivity targets by 10% aligning command with regional and corporate goals.

Developed and executed policy and business rules for Access to Care that improved provider availability and productivity by 15%, enhanced enrollment compliance by 18%, improved access by 50% and patient satisfaction by 12% for nine Primary care clinics.






Officer in Charge, Naval Branch Health Clinic, NSA Mid-South, Millington, TN (2006 - 2009)Collaborated with Veterans Affairs Medical Center, Memphis to execute a first time Joint Incentive Fund award for a 4.43 million dollar Magnet Resonance Imaging machine that recaptured radiology purchased care valued at $350, 000.

Championed Navy business practices to meet medical and dental business plan targets for FY 2008/2009; Increased access to care and decreased emergency room visits by 93%; Improved quality, accuracy and clinical efficiency by 30%; collected over 2 million dollars in third party payments.

Partnered with the TRICARE regional office to minimize network gaps in Orthopedic services. Recruited two local orthopedic groups that reduced patient commute time and recaptured over 250 lost man-hours per month and decreased beneficiary out of pocket expenses by 3K per quarter.

Implemented Mental Health and Physical Therapy service lines, increasing access to care for members in the Mid South region, recapturing over $250,000 in purchase care cost.


Medical Treatment Facility Leadership Experience:

Service Line Leader: Customer Services/Patient & Guest Relations Naval Medical Center, Portsmouth, VA (2004 - 2006)

Spearheaded the first ever web-based Patient Satisfaction Survey/Reporting Model, which increased reporting accuracy by 25% and saved over 1200 man hours per year. This benchmark process provided leadership a cross sectional comparative analysis of customer satisfaction for 8 wards and 67 clinics.

Re-engineered data monitoring and measurement tool for the customer complaint resolution process. This process improved data accuracy, outcome measures and reporting efficiency by 20%. Information mined from this creative tool pinpointed multiple opportunities for improvement and was the impetus for a new Command Goal.



Department Head, Reserve Liaison and Plans, Operations and Medical Intelligence: Naval Hospital Camp Pendleton, Camp Pendleton, CA (1997- 1999)

Facilitated all aspects of annual training for over 300 reserve personnel, contributing over 12,346 man hours bolstering the command's seamless Integrated Medical Support Program.

Mobilized over 150 fleet hospital augmentees in rapid deployment relief for humanitarian mission in Honduras.

Implemented the first time use of the fleet hospital training set, successfully treating and repatriating over 80 causalities.

Executed mobilization and reserve backfill for 100 command personnel for Fleet Hospital Indoctrination training.

Command Fitness Leader for over 1200 MTF personnel; achieved an 87% PFA passage rate.

Provided immunizations and allergy injections to over 1200 beneficiaries monthly.

Command Instructor for immunizations training, certified over 30% of Branch Clinic staff.

standards manuals, ensuring compliance with JCAHO and AAACN standards.

Senior Flight Nurse, Naval Medical Clinic, Diego Garcia (2000 -2001)

Identified and corrected deficiencies within the Medical Evacuation (MEDEVAC) system. Partnered with local and regional commands to update equipment inventory, streamline administrative processes and update policies/guideline improving efficiency, quality and coordination of care.

Supplied medical and logistical support for over 30 MEDEVAC Missions.

Developed and implemented a Medical Evaluation cross-training program, increasing the number of trained MEDEVAC technicians by 50%.



Staff nurse/ Team Leader, Emergency Medicine Department, US Naval Hospital, Okinawa Japan (1991- 1993)

Responsible for the assessment, triage and provision of comprehensive emergency nursing care for a multinational beneficiary population.

Developed and implemented a pilot triage program that expedited patient entry into the emergency medical system, improving patient satisfaction and reducing the numbers of patients that "left without being seen".

Clinical Coordinator/ Staff Nurse, Trauma Center, Emergency Medical Department Medical College of Virginia, Richmond, VA (1994 - 1997)


Coordinated staffing/emergency nursing care for level 1 Trauma Center that provided treatment for approximately 85,000 patients per year. Nationally recognized for innovative management of chest pain, and medical management of the Richmond Ambulance Authority.

Cardiac Research Team member; collected research data for medication management and administration of pre/post-cardiac intervention. Results used to establish cardiac treatment protocols and guidelines.

Staff and Patient Education committee member: assisted in the design, marketing and implementation of patient education brochures and teaching aides used to decrease follow-up visits to the Emergency Department.
